The Laguna University – Research and Development Center (LU-RDC) strengthened its commitment to research excellence as its director, Dr. Marie Joy Q. Elomina, participated in a two-day Trainer’s Training on Proposal Evaluation organized by the Southern Tagalog Consortium for Industry, Energy, and Emerging Technology Research and Development (STCIEERD) on March 11–12, 2026.
This was held at the Batangas State University – The National Engineering University (BatStateU-TNEU). Louiebell P. Alillana, Education Research Assistant, also attended the seminar.
Engr. Albertson D. Amante, STCIEERD Director, highlighted in his opening remarks the importance of the activity they organized in collaboration with the Philippine Council for Industry, Energy, and Emerging Technology Research and Development (PCIEERD), which aims to develop a strong pool of evaluators.
He also mentioned that the training is a good platform to give participants hands-on experience in applying the Department of Science and Technology – Project Management Information System (DOST-DPMIS) when submitting a proposal.
A total of 15 Technical Working Group (TWG) members from various institutions across the CALABARZON region learned alongside resource speakers from PCIEERD: Dr. Ruby A. Raterta, Mr. Ruel A. Pili, and Ms. Elaine L. Prades-Haftorn. The speakers discussed the roles and responsibilities of R&D committees, the preparation of R&D proposals, including work plan and Line-Item Budget (LIB), and the application of evaluation matrices for proposal assessment.
On the second day, participants engaged in a hands-on evaluation exercise in which each group applied the prescribed evaluation matrix. The participants were divided into five groups, and each group presented their output afterwards.
In his message of support, Dr. Tirso A. Ronquillo, STCIEERD Chair and President of BSU-TNEU, noted that researchers also need to understand evaluators’ viewpoints to ensure their proposals meet the standards of such funding agencies.
Through participation in the training, LU-RDC continues to uphold its role in fostering a culture of quality research and innovation within Laguna University and its partner institutions. The knowledge gained from the activity will support the university’s efforts to improve its research evaluation processes and contribute meaningfully to the consortium.
