OIQAG, CHED 1V-A, Conduct Onsite Monitoring and Evaluation at Laguna University

Laguna University (LU) concluded its onsite monitoring and evaluation on November 26 as representatives from the Commission on Higher Education (CHED IV-A) and the Office of Institutional Quality and Assurance Governance (OIQAG) assessed the institution at the Administration Building Conference Hall.

University President Dr. Charlemagne G. Laviña welcomed the CHED delegation and opened the activity, stressing that the assessment served as an honest reflection of LU’s current standing and its mandate as a public higher education institution. He reaffirmed LU’s commitment to CHED policies, noting that quality assurance is “a shared responsibility between CHED and LU” to ensure that programs, systems, and governance meet national standards.

Quality Management Office Director Ms. Jenneth R. Mondez presented the university’s compliance report, emphasizing LU’s values of integrity, accountability, and excellence.

The Regional Quality Assurance Team reviewed LU’s adherence to CHED Memorandum Order No. 18, s. 2022, which outlines the policies, standards, and guidelines for granting institutional recognition to local universities and colleges.

Following the Entrance Conference, the evaluators began the document review. In the afternoon, Engr. Loupel Gueta and Mr. Donald I. Buena Agua inspected campus facilities using prescribed assessment tools, while Dr. Jovine Krisell Cuevas, Ms. Katherine Lei Hazel Cordero, and Mr. Foulette G. Gunao continued evaluating documentary evidence.

After the thorough review, Mr. Gunao presented the team’s findings, which included:
 • the need for separate Certificates of Program Compliance (COPC) per major under the Bachelor of Secondary Education program;
 • the need to fill vacant plantilla teaching positions to ensure instructional quality; and
 • the need to address classroom shortages amid rising enrollment.

An open forum followed the exit conference.

Vice President for Academic Affairs Dr. Marlon L. Atanacio delivered LU’s official response to the results of the onsite monitoring and evaluation.

The activity, hosted by OSAS Director Ms. Emelyn U. Napiza, was attended by university officials, deans, program chairs, directors, the registrar, a student representative, and other key personnel.
