Forty nine (49) municipal officers and personnel from selected municipalities in Laguna and Rizal participated in this year’s capability training on ”Enhancing Local Government Units (LGUs) Capacity on Planning and Implementation of Local Development Plan,” Department of Interior and Local Government-CALABARZON, in partnership with the Laguna University, University of the Philippines-Los Banos and the National Economic and Development Authority (NEDA), on October 16-19, 2018 at Amazing View Mountain Resort, Little Baguio, Mabitac, Laguna.
Laguna University, as a Learning Resource Institute (LRI) lead the two-day training (out of four-days), October 17-18, 2018, on “Procurement and Contract Management” with Mr. Anastacio R.L. Cruz (HRMO III), and “Project Implementation and Management” with Dr. Mayra Christina M. Ambrocio, respectively, as the resource speakers. Dr. Gualolarina C. Fernandez hosted the event, together with Prof. Emelyn Napiza and Prof. Agnes G. Ycogo, as the Secretariat. The event is rich on knowledge-sharing, skills enhancement on contract, project-scheduling and management, thorough discussions of theoretical and practical applications, workshops-activities, group presentation, open forum and online validation of project management practices in local government. One of the participants, Ms. Lourdes V. Fadul-Sunga, MPDC of the Municipal Planning and Development Office, Paete, Laguna, in behalf of the participants expressed her gratitude, and added that, “we gained new knowledge, experiences and friends during this training.”
The trainings on “Project Identification and Development (Day 1),” and “Sustainability Planning (Day 4)” were provided by the University of the Philippines-Los Banos, and NEDA, respectively.
The Local Government Code (LGC) of 1991 RA 7160 provides capability training programs for the empowerment of local government units on the formulation, implementation projects and projects at the municipal/local level (DILG-CALABARZON Regional Memorandum Circular No. 2018-019). In this program-partnership. the Provincial Steering Committee (PSC) and the Provincial Management Committee (PMC) are composed of the following executives: Gov. Ramil L. Hernandez as Chairman, Atty. Dulce H. Rebanal (Provincial Administrator), and members: Engr. Pablo V. Del Mundo, Jr. (Provincial Engineer/OIC/PPDCO), Ms. Maria Teresa Javier (PGADH, HRMO), Atty. Antonio P.Relova (VP Administration, LU), Prof. Monette O. Bato, VP Planning, Research and Extension), and Dr. Norayda M. Dimaculangan (Dean-CEMA) as the Coordinator-Focal Person. Ms.Jinkee C. Advento of DILG-Laguna, heads the Secretariat.
